The answer is dependant on how much you want to do a particular tour. If it is important to you then book it because they can get full and this is done through their own web-site. If you intend to try to do some on your own then wait and arrange it on the docks with the locals. Most tours are still available when you get on the ship just don't bank on it ....Nei.
