There are several ports in the city, most larger ships currently use the cargo port which is located about 12 miles from the city center. It has restricted access because it is primarily an idustrial port - therefore not scenic in the slightest. If you get visas and wish to explore on your own there are free shuttle buses inside the port to take passengers and dock workers to the front gate approximately 2.5 miles from the main cruise ship docks. After reaching the gate, there is bus service into the city center using bus 22. The bus stop is about 1/3 mile from the port front gate. You can also preorder a taxi to wait for you at the port gate. That is going to cost a lot more than the 14 Rubles of bus 22 but with be twice as fast since the bus stops many times for passenger stops.
