I don't know of any "See through" balconies on modern ships and I would bet heavily on these being solid. I am not sure whether anyone below would appreciate the upward view unless of course it is you not wishing to be able to look upward ! Neil Dow.

The balconies see through,i have just looked at images i had taken when we were the victoria in jul.
